A Domme’s Guide to the FemdomU Conclave

Author’s Note: The following information is for our Conclave members. However, in an effort to be transparent and follow the Conclave edict that “Content is Queen,” I’ve decided to publish this for everyone to see how our Femdom Matriarchy works behind the scenes.

Subject: Conclave Resolutions

The FemdomU Conclave is one of the most important institutions within our Femdom Matriarchy. It is where the Dommes who help shape FemdomU come together not merely as contributors, personalities, or individual Dominants, but as a governing body with the authority to establish policies, make declarations, create programs, recognize service, issue commands, and decide matters involving the submissives who have voluntarily placed themselves within our structure.

That makes Conclave considerably more than a periodic vote.

It is where our Matriarchy governs itself.

Madam Nora calls each session of Conclave, but the business considered there does not belong exclusively to her. Every member of Conclave has a voice, a vote, and, importantly, the right to sponsor resolutions of her own. If there is something you believe FemdomU should do, something you believe our Matriarchy should stand for, or something you would simply enjoy putting before your fellow Dommes, Conclave gives you the mechanism to do it.

Your Right to Sponsor Resolutions

Every Conclave member can sponsor a resolution, and we encourage you to use that privilege.

Some resolutions can have a lasting and meaningful impact upon FemdomU. You might propose a new policy governing our submissives, amend an existing rule, establish a new program, create a position or rank, clarify the responsibilities attached to one, or ask FemdomU to formally endorse a principle concerning female authority, submission, service, consent, training, or another aspect of our philosophy.

Other resolutions can be much more personal.

Perhaps your submissive has misbehaved and you have already decided he deserves consequences, but you think it would be considerably more interesting to let the assembled Dommes decide what those consequences should be. Sponsor a resolution, explain his offense, provide several punishment choices, and ask your fellow Conclave members to select his fate.

Perhaps he has been exceptionally good. Conclave can be used for that too. Tell us what he has accomplished and ask the Dommes to select his reward. You might propose several privileges, treats, assignments he particularly enjoys, a special title, recognition of his service, or simply ask Conclave to formally declare that he has been a very good boy.

There is no requirement that every resolution alter the future course of FemdomU. Sometimes exercising collective female authority can simply be fun.

Put Your Own Sub Before Conclave

Your personal submissive can provide particularly interesting possibilities because you know him, his agreements, his abilities, and what would be meaningful within your relationship.

You could ask Conclave to select from several punishments you have approved. You could submit appropriate photographs and ask the Dommes to rate some aspect of his presentation, physique, grooming, posture, or, where appropriate for your adult relationship and our platform, an intimate part of his body. You might ask members to select his next modeling assignment, decide which outfit he must wear for a FemdomU submission, choose a fitness goal for him, or select from several exercises or service assignments you are willing to impose.

You could also ask Conclave to formally conscript him for a particular form of service. Perhaps you want him completing a month-long exercise program, performing a specified amount of household service, creating something for FemdomU, undertaking a training assignment, modeling for a gallery, maintaining a journal of his progress, or completing a challenge designed specifically for him.

The important distinction is that you remain responsible for establishing what is appropriate within your relationship. You give Conclave the acceptable choices, and then you let your fellow Dommes decide among them.

That can transform something you could easily command yourself into something much more ceremonial. He is no longer merely doing it because his Domme told him to. His Domme placed him before the FemdomU Conclave, made her case, and the assembled Dommes rendered their decision.

Reward the Good Boys Too

Conclave should never become synonymous exclusively with punishment.

When one of our submissives distinguishes himself through exceptional service, reliability, obedience, creativity, improvement, or sustained effort, a Domme can ask Conclave to recognize him. That might mean promotion within FemdomU’s volunteer structure, a special privilege, an honorary designation, a public commendation, additional responsibility, or another reward appropriate to his service.

A Domme could even make the reward itself the question before Conclave. Present three choices and let us decide what he has earned.

Collective recognition can carry considerable weight. There is a difference between hearing his Domme tell him she is pleased and seeing an official resolution declaring that the Dommes of FemdomU have reviewed his service and found it worthy of recognition.

We want both sides of authority represented in Conclave. Exceptional service should have consequences too.

Reward and Punish FemdomU Subs

Sometimes the simple goodboy and badboy point system isn’t enough. If you feel that any of the subs, staff or volunteers, deserve a special commendation, punishment or other public recognition, put it up for a vote!

Make a Statement About Femdom

Some resolutions should be bigger than any individual submissive.

Conclave is an integral part of our Femdom Matriarchy because it gives the women of FemdomU an institutional voice. Through resolutions, we can establish what FemdomU believes and what principles we want our organization to represent.

A member might propose a resolution affirming an important principle of female authority, defining an aspect of responsible Dominance, establishing expectations surrounding service, or making a statement about the place of consent, communication, accountability, sexual autonomy, or education within Femdom.

These resolutions can subsequently influence our policies, educational material, training programs, articles, and future Conclave decisions. Over time, they create a record of what our Matriarchy actually stands for rather than leaving those values as vague assumptions.

If there is something you believe FemdomU should say clearly and publicly, bring it to Conclave.

Change the Way FemdomU Operates

Conclave members can also use resolutions to identify something within FemdomU that ought to work differently.

Propose a new communication policy. Establish standards for volunteer service. Create a new submissive rank. Change the privileges attached to an existing rank. Establish a new reporting requirement. Propose an annual event. Create a permanent record or honor roll. Establish a training program. Recommend a new responsibility for the Headboy. Create a special assignment required of all volunteers.

Existing rules are not untouchable either. If experience has shown that something we adopted previously needs to be clarified, expanded, amended, or eliminated, a member can sponsor a resolution proposing exactly that.

Conclave gives its members the ability to do more than comment on how FemdomU operates. It gives them a mechanism for actually changing it.

Create Challenges, Traditions and Experiments

Some of the most enjoyable ideas may begin with the simple thought, Wouldn’t it be fun if we made all the boys do this?

That is a perfectly legitimate beginning for a resolution.

Create a special modeling challenge. Establish a service competition. Give every volunteer an unusual assignment. Create an annual Conclave tradition. Ask subs to produce photographs around a particular theme. Commission a gallery from the results. Establish an obedience exercise and let the Dommes evaluate who performed it best.

You can also propose experiments. Instead of permanently changing a policy, suggest that FemdomU try something for three months or one Conclave cycle and then report the results. If it works, another resolution can make it permanent.

A resolution can commission something as well. Ask FemdomU to create a new educational resource, gallery, award, submissive assignment, recurring feature, permanent record, or community project. Identify who should be responsible for carrying it out and, when appropriate, require them to report back at the next Conclave.

You can even ask Conclave to investigate an idea rather than immediately deciding it. A resolution might direct someone to research a proposed program, survey the submissives, gather information from the Dommes, or develop several alternatives for consideration at our next session.

Recognize the Women of FemdomU

Conclave can recognize Dommes as well.

A member might sponsor a resolution recognizing another Domme’s exceptional contribution, commemorating an anniversary, thanking a Guest Domme for her service, celebrating leadership of a successful project, or formally recording an accomplishment as part of FemdomU history.

Our resolutions create a record of our Matriarchy. That record should include the women who built it.

And Sometimes, Just Have Fun With It

Not every resolution needs to sound as though the future of civilization depends upon the outcome.

Put an amusing question before your fellow Dommes. Give a willing adult submissive three assignments and let us choose one. Propose a ridiculous honorary title. Create a competition. Challenge another Domme to nominate an alternative. Let Conclave name something. Put several ideas on the ballot and see which one the women choose.

There is something wonderfully FemdomU about taking a mischievous idea and converting it into official procedural language beginning with BE IT RESOLVED BY THE FEMDOMU CONCLAVE…

We take our authority seriously. We do not have to be serious every moment that we exercise it.

How Conclave Works

Each session begins when Madam Nora formally calls the FemdomU Conclave. Members are notified of the upcoming session and have an opportunity to bring forward matters they would like considered.

Every member of Conclave may sponsor a resolution. Members may also work together and co-sponsor one. You do not need to know how to write formal legislative language before proposing something. Tell us what you want Conclave to consider, what you want to happen if it passes, and what choices you want members to have. We can help transform the idea into a properly structured resolution.

Each resolution contains a title, the name of its sponsor or sponsors, the official text establishing what the resolution will actually do, clearly defined voting options, and a Note from the Sponsor.

That final section is important. The official text tells us what you want Conclave to do. Your Sponsor’s Note tells your fellow Dommes why they should vote for it.

The Five-Day Discussion Period

Once the resolutions have been presented, Conclave begins a five-day discussion period.

This is not merely a delay before voting. Discussion is an important part of the process.

Members can question sponsors, identify potential problems, suggest changes, propose alternatives, argue for or against a resolution, and attempt to persuade one another. Sponsors should participate in those conversations. If another Domme has misunderstood your intention, clarify it. If she raises a concern you had not considered, address it. If members have questions about exactly how your proposal would work, answer them.

This is also where some of our best ideas can evolve. One Domme’s proposal may inspire another member to suggest an improvement or an entirely different approach.

Conclave is intended to be deliberative. Use those five days.

The Ten-Day Voting Period and Full Command

After discussion concludes, the resolutions move to a ten-day voting period.

Every resolution clearly states the available voting options. Sometimes that will simply be YES or NO. Other resolutions may present several alternatives and ask members to choose among them.

Ten days is the maximum voting period, however. We hope not to need it.

Our goal is Full Command.

Full Command occurs when every eligible Conclave member has cast her ballot. Once every vote has been received, there is no reason to wait for the remainder of the ten-day period. Voting can close, the result can be certified, and FemdomU can begin carrying out Conclave’s decision.

Prompt participation therefore matters. A Domme’s vote is not merely counted. Her participation helps move the entire Conclave toward Full Command.

This Is Your Conclave

Being a member of the FemdomU Conclave does not mean simply receiving a ballot every few months and deciding whether you approve of other women’s ideas.

You have a seat at the table.

Use it.

If you think FemdomU should adopt a policy, propose it. If you think we should make a statement, write it. If your submissive deserves punishment, put the choices before us. If your good boy has earned something special, ask us to recognize him. If you want our subs challenged, create the challenge. If you have an idea for a tradition, program, experiment, appointment, honor, assignment, or change to the way FemdomU operates, bring it forward.

And if you simply have a wicked idea that would become considerably more entertaining if a room full of Dommes got to vote on it?

We absolutely want to hear that one too.
