The Domme Conclave is FemdomU Magazine’s formal decision-making forum—a dignified space where all Staff and Guest Dommes have an equal voice in shaping the Magazine’s governance, culture, and internal protocols. Convened by the Editor-in-Chief, each Conclave spans 15 days: the first five for open discussion, the remaining ten for voting. Guided by a team of Directors, the Conclave ensures that every Domme can submit, comment on, and vote on resolutions—ranging from community rules to volunteer dynamics and discipline matters. Equal parts ritual and responsibility, the Conclave reflects our shared commitment to thoughtful leadership and collective power.

2.1 Resolution to amend the charter: Emergency conclave decision process

This resolution proposes an amendment to the Conclave Charter to establish a process for Emergency Conclave Decisions. When an urgent matter arises that requires a vote of the Conclave and does not permit delay until the next scheduled voting period, an Emergency Vote may be initiated.
An Emergency Vote:

May only be initiated by either the Editor-in-Chief or a majority vote of the Directors.

Will trigger immediate notification to all eligible voting members via email.

Will allow no fewer than 24 hours for members to submit their votes.

May not be used for any matter that requires unanimous consent (e.g., promotions, demotions, or further amendments to the Charter itself).

Is intended for time-sensitive issues requiring immediate group decision, such as the release of a sub under Conclave-mandated chastity, or the temporary reassignment of key submissive roles.

This isn’t meant to cover anything critical. An example – we were close to conscripting Levi to chastity, and considered putting him under command of the Conclave. In such a case, we may want to make some decisons based on his chastity that shouldn’t take an agenda item, but can be handled by quick votes. Just one example, there are many other ideas we’ve had that this would help. I think 24-hours would be unlikely, we’d usually go for longer decision periods, a week perhaps, depending on what the situation allows.

2.2 Resolution to amend the charter: Health and Safety Review

This resolution proposes an amendment to the Conclave Charter that formalizes a mandatory Health and Safety Review for all Conclave resolutions. This review will be conducted by the Magazine’s Health and Safety Editor to ensure that proposed resolutions align with the Magazine’s established standards and commitments to responsible kink, ethical practices, and physical and psychological safety.
If the Health and Safety Editor is unavailable, the Managing Editor will appoint a qualified substitute to complete the review. No resolution may be brought to vote without confirmation that this review has taken place.

2.3 Resolution to amend the charter: Live Discussion

The charter shall be amended to revise Chapter IV, Section B. Discussion Period (Days 1–5) to include live member discussion.
During the 5-day Discussion Period, any Conclave member may post comments in response to resolutions. These comments will be immediately visible to all other Conclave members, enabling live back-and-forth discussion. At the close of the Discussion Period, all messages not explicitly marked confidential or sensitive will be published for general viewing.
Further, this resolution requires that this mechanism will be implemented and piloted during ConclaveIII.

I also fully appreciate that no one needs feel obligated to close out any discussion they may have entered; so no requirement for contributing more time. I’d guess that any topic which one of us feels is important, a “hot button,” or which tweaks us in some way, will be followed more closely. The time commitment then varies according to personal interest. Seems to me this can work out nicely. |
2.4 Resolution to establish volunteer sub report cards

All Volunteer Service Subs shall receive a monthly report card, prepared by their assigned Oversight Domme. Each report card must be submitted to the Command Domme, the Managing Editor, and the Editor-in-Chief of the Magazine.
Once per quarter, the Command Domme will compile a Quarterly Report Card for each Volunteer Sub. These quarterly reports will be presented to the full Conclave for review. A redacted version may be published in the Magazine at the Command Domme’s discretion.
The criteria for Quarterly Report Cards will be determined and maintained by the Command Domme. She is expected to apply these criteria consistently from quarter to quarter. The Conclave may, by majority vote, approve resolutions that alter or expand the evaluation criteria.

2.5 Resolution To Amend the Subs Must Comment When Commented To rule

The existing rule that “Subs must comment when commented to by a Domme” shall be amended as follows:
All subs, both staff and volunteers, are expected to write a timely reply to any comment from a Domme that she makes on any of his published content, both in the Magazine and in theWHIP. Failure to respond within 72 hours may result in consequences, including but not limited to the assignment of punishment marks.

I know this is not technically possible right now, so someone would have to pay attention and then assign them – I suppose it would be the offended Domme’s responsibility?

We thought about adding a punishment for non compliance, but we just don’t have the tech to do that automatically. I am not going to have duckie comment watching and counting days, but a Domme could, and should, be the one to assign the punishment if she feels slighted by a non response. For our staff and many of our volunteers, a 3-day deadline is doable. But many of our volunteers are on less frequently. I am not sure this rule would be entirely enforceable with a short deadline.

As General principle, I think we should agree that sub oversight and inattentiveness are punishable, and should be. The boys must be sensitive and worry a bit about leaving loose ends. It isn’t necessary to have a firm timeline, however. Each of us can police this ourselves, for our comments and whatnot, and assign penalties as we see fit, case by case. If there comes to be significant and serious inconsistency and disproportion then we can all re-group and talk about it. |
2.6 Resolution to promote mizz geena's group of volunteer owned boys

These represent two-level promotions for each sub. This acknowledges not only their recent accomplishments but also the expanded roles they will be taking on to support the Magazine, Mizz Geena, and the next phase of our mission.
To maintain their new levels, each sub will be evaluated at the following Conclave check-ins:

At the next Conclave: Each sub must submit a message of devotion to the Conclave, either written or photographic, with details assigned by the Command Domme.

At the first Conclave after July 1st: Their Q2 Report Cards will be presented.

At the first Conclave after October 1st: Their Q3 Report Cards will be presented.
At each check-in, the Conclave will vote on whether the sub has performed well enough to maintain his promotion. After the third vote, if the sub has succeeded in maintaining his promotion at each milestone, it becomes permanent unless a new resolution proposes further change.

2.7 Conclave Rating – Submissive Performance of Zeek Strong

This resolution puts forth a formal review of Zeek Strong’s first full year under contract to FemdomU Magazine. Zeek transitioned from an external vendor responsible for hosting and redesign to an internal submissive under contract in three official capacities:

Web Servant: Oversees website maintenance, design, and hosting infrastructure.

Business Servant: Manages advertising relationships, contract support, and some logistical operations.

Writer Servant: Contributes personal narratives and written content focused on his submissive journey and femdom experiences.
The Conclave is asked to evaluate his service and submission across these domains. Ratings and comments submitted by Dommes will become part of the permanent Magazine record. A reward or consequence will be administered based on the average rating he receives.

2.8 Resolution to provide Conclave Dick Ratings

The Conclave shall, upon the request of an Oversight Domme and with the approval of the Command Domme, conduct an official Conclave Dick Rating for a member of our Volunteer Service Submissives. This rating will evaluate the submissive based on:

Personal grooming and maintenance
Each Domme in the Conclave will have the opportunity to assign a numerical score. Written commentary may be included at her discretion. The official rating shall be the average of all individual Domme ratings. Participation in the rating process is voluntary; Dommes may abstain from rating without penalty or explanation.

2.9 Resolution to create the FemdomU Book of Measurements

Be it resolved that the Domme Conclave shall establish and maintain an official FemdomU Book of Measurements, a documented and Conclave-approved register in which physical statistics and orgasmic reports of submissive males affiliated with the Magazine are formally recorded.
The Book shall include:

Frequency and volume of ejaculations

Any additional data points deemed appropriate by the committee
To ensure consistency and standardization, a Measurement Committee shall be formed under the leadership of Domme Jessica, with no fewer than two additional Dommes serving alongside her. This committee will define and periodically revise the FemdomU Official Penis Measuring Guidelines, including acceptable tools, angles, and verification procedures.
All staff subs will be required to submit their statistics for inclusion.
All current volunteer subs will be encouraged to submit their statistics voluntarily.
New applicants to the volunteer sub program will be required to submit these measurements during the application process.
These records will serve as both administrative and symbolic entries, reinforcing the Dommes’ right to objectify and quantify male bodies as they see fit. The Book of Measurements shall be maintained by duckie and may be referenced, cited, or published in part at the discretion of the Magazine.

I can tell you how I do it with my worshippers – they aren’t allowed to measure themselves, one of the others does it, and a third observes and writes the measurements. Now, when it comes to size I like variety. . Sometimes I want a big dick to fill me, and I know who to call. Sometimes I need something a little bit more gentle, and I have those men too. Knowing their numbers is just about knowing which tool you want to use next.

Just for some extra background – there was discussion around whether we could require the staff subs to share their meaurements on the website. After some back and forth, it was determeined that the language in their contracts does allow us to make this mechanism available. However, I cannot require it. However, a Command from the Conclave would be different, as ultimately he’ll have the opportunity to obey the command or not.

We do something similar when I bring on a new sub. I have a book that I record all of his measurements. This includes everything I need if I want to have him dressed, but also includes specific details on his dick. And I’ll have him remeasured, again and again, to ensure everythign remains how we want. I recently had a vist from Ethan, my intern from last summer. Before I allowed him to serve me for the weekend, I had his measurements taken. I was so proud -he had gained muscle mass – be he also grew. About 2 1/2 inchies in height and he even gained 3/4″ in length. Ladies, numbers are important to keep track of! 🙂

I certainly support doing this. My group has done it for years. In my case, it’s (today) a 6-boy (and 6-Domme) competition which makes it different – at least it seems to me – from FUM’s purpose and intentions.
So, we should decide what we intend to do with the data. This is related to the dick rating proposal. As a general principle it is necessary that boys know Ladies are paying close attention to their penises, including dimensions, production, and performance. Data tables will convey this message if they lead to some end(s). I could write a book on methods, lessons learned, etc. |
2.10 Resolution to establish system for messaging the dommes

Resolved: That FemdomU Magazine will establish a formalized message portal system, referred to as Messages to Dommes, allowing readers to submit non-monetary tributes, expressions of worship, and respectful notes of admiration to the Dommes of the Magazine. These submissions must follow the Magazine’s established Submissive Communication Protocols and will be subject to pre-screening by duckie, who shall filter all incoming content for tone, appropriateness, and protocol adherence. Only those messages deemed worthy and respectful will be passed on to the intended Domme.
Dommes will not be required or expected to respond. However, should any Domme choose to reply, her response will be sent through duckie, who will redact the submitter’s email and act as an intermediary.
If adopted, each Staff Domme will receive a custom message portal. For Guest Dommes, participation is optional and determined by individual vote.
Voting Structure

Staff Dommes: This resolution only passes if unanimously approved by the Staff Dommes.

Guest Dommes: A “Yes” vote indicates you wish to participate and will receive your own message portal if the resolution passes. A “No” vote indicates you do not wish to participate, but does not impact the overall passage of the resolution.

I think this is okay, as long as we have no expectation to reply, and that is clear to the sub. I love corresponding with subs, but I certainly wouldn’t be able to do so with everyone.

Interesting… I suppose it’s good as long as I’m not getting a ton of messages I have to deal with all the time. Maybe duckie can make sure to limit how many we can get in a day or week – I’d hate to login and have hundreds of messages unread – i’ll just delete everything!

This is terrific. It gives our readers a way to interact with us, with little or no expectation in return. Some may want to simply send you a note of adoration, or tell you how they love you. I think with a clear set of rules (no asking for things in return, polite language, etc.) from our communication protocols, and duckie filtering out the crap, this would be a nice way for the males who visit our site to connect with us. It would also be a potential benefit for attracting future Guest Dommes.

All Dommes can sponsor resolutions or make requests of the Conclave. This includes creating rules, defining terms, celebrating dates and more.
You can also make a request for the Conclave to rate your sub or assign a Conclave Punishment.
