The following is the official report of all resolutions voted upon during Conclave III. Each resolution is followed by its voting outcome and a summary of the effect now in place.

Resolution 3.1
Title: Welcome Mrs. Annie Strong to the Conclave

Result:
The Conclave now welcomes Mrs. Annie Strong as a full voting member. Having been granted the title of Guest Domme of the Magazine and advanced by unanimous vote of the Directors, she is now confirmed with full voting privileges within the Conclave. Her voice will be counted in this and all future decisions of this governing body.

Resolution 3.2
Title: Define Membership Process for the Conclave
Sponsor: Madam Nora
Outcome: Passed with 10 YES, 0 NO
Result:
The Conclave Charter is now amended to establish a clear, tiered membership process. All Staff Dommes are recognized as voting members. Guest Dommes begin as non-voting members upon appointment, and may be elevated to Provisional Voting status by Madam Nora. Final confirmation as full voting members will be voted on by the Conclave. This structure ensures clarity and flexibility while maintaining engagement from active members.

Resolution 3.4
Title: FemdomU Code of Conduct for Dommes
Sponsor: Madam Nora
Outcome: Passed with 10 YES, 0 NO
Result:
The FemdomU Code of Conduct is now officially adopted. All Staff and Guest Dommes are expected to uphold standards of professional behavior, including respect, discretion, and accountability in their handling of subs and in all interactions connected to the Magazine. This resolution affirms the Conclave’s commitment to ethical leadership and clear expectations as we prepare to expand our ranks.

Resolution 3.5
Title: Declare FemdomU an Educational Matriarchy
Sponsors: Mistress Heather and Madam Nora
Outcome: Passed with 10 YES, 0 NO
Result:
FemdomU is now officially declared an Educational Matriarchy. This resolution affirms that all Magazine activity—whether editorial, disciplinary, creative, or community-based—serves to educate, elevate, and reinforce the matriarchal hierarchy. It is now the philosophical foundation guiding all FemdomU endeavors.

Resolution 3.6
Title: Content is Queen Command
Sponsor: Madam Nora
Outcome: Passed with 10 YES, 0 NO
Result:
The Content is Queen Command is now in effect. All Dommes and subs of the Magazine are formally reminded of their shared duty to produce, share, and transform real-life Femdom interactions into content for the Magazine. Whether in the form of photos, journals, task reports, or creative writing, contributors are now called upon to prioritize content creation as a central form of service.

Resolution 3.7
Title: Command Zeek Strong to Fulfill the Oral Directive
Sponsor: Mizz Geena and Mrs. Annie Strong
Outcome: Passed with 10 YES, 0 NO
Result:
By unanimous vote, the Conclave has now formally commanded Zeek Strong to comply with what his wife, Mrs. Annie Strong, has defined as her Oral Command.

Effective immediately, Zeek is ordered to cease use of his safeword when objecting to performing oral sex on a male, if so instructed by Mrs. Annie Strong. He is further commanded to complete this act within 25 days of the passage of this resolution.

Upon completion, Zeek is required to write and publish a personal blog entry in theWHIP, describing the experience in full detail. The purpose of this report is to contribute to the education and understanding of the FemdomU community.

This directive is now binding and enforceable under Conclave authority.

Resolution 3.8
Title: Magazine Language Advisory on the Term “Slave”
Sponsor: Madam Nora
Outcome: Passed with 10 YES, 0 NO
Result:
The Conclave has now issued an official advisory in support of Madam Nora’s editorial policy to phase out the term “slave” from the Magazine’s nonfiction and educational content. While fiction may continue to explore its usage artistically, the Magazine will lead by example in evolving its language with greater compassion and awareness. This non-binding advisory confirms Conclave consensus on the matter while reaffirming Madam Nora’s editorial authority.

Resolution 3.9
Title: Conclave Dick Rating for Volunteer Sub Eleven
Sponsor: Mizz Geena
Outcome: Completed with Full Participation
Result:
The Conclave has now issued an official rating for Volunteer sub Eleven’s dick. This evaluation was conducted as part of his ongoing service and public presentation to the FemdomU community. Each Domme cast her rating on multiple categories, resulting in the following averages:

• Overall Aesthetic: 7.7
• Grooming & Hygiene: 9.2
• Presentation: 9.5
• Ball Support: 6.9
• Flaccid View: 7.3
• Erection Quality: 7.5

Final Average Rating: 8.02 out of 10

This result is now part of the permanent Conclave Record. Eleven is hereby officially recognized with a Conclave Dick Rating of 8.02, reflecting the overall excellence of his presentation and grooming, along with areas for improvement. Resolution 3.10
Title: Rate, Command, and Judge Volunteer Sub mommieslittlepet During His Workout Program
Sponsor: Mizz Geena
Outcome: Passed with 10 YES, 0 NO
Result:
By unanimous vote, mommieslittlepet is now conscripted by the Conclave to complete a 90-day workout program under the full authority of Guest Domme Mizz Geena.

This vote commands the sub to complete the program with the following stipulations now in effect:

• The sub will obey all fitness, diet, photo documentation, and public nudity commands issued by Mizz Geena.
• Ongoing punishments and rewards will be determined and administered by Mizz Geena. At her discretion, she may request additional or emergency commands from the Conclave using the Emergency Conclave Voting procedure.
• The sub will publish a weekly progress report to theWHIP, including a photo. Each report must include the number of workouts, a weigh-in, and any other relevant details.
• A brief report on his progress will be submitted to the Conclave during each session.
• At the end of the 90-day term, the Conclave will:
  • Re-evaluate the sub’s body and overall development
  • Provide new ratings based on his progress
  • Determine appropriate punishment or reward
  • Vote on the continuance or modification of his training program

His current overall body rating is 4.64, falling between:

• Subpar – Developing slightly but still noticeably behind. Evidence of recent effort may exist, but not yet effective
  and
• Mediocre – Average but uninspiring. Improvement is clearly needed, but a foundation may be forming

The Conclave has directed him to prioritize the following areas, ranked from lowest to highest rating:

4. Shoulders – 4.9
5. Quads (Front Thighs) – 5.0
