
Domme Conclave Charter (draft)
I. Purpose of the Conclave
The Domme Conclave exists to provide a structured, inclusive, and dignified forum for all Dommes of FemdomU Magazine—both Staff and Guest—to participate in collective decisions affecting the Magazine’s internal governance, volunteer dynamics, and community culture. Every Domme shall have an equal voice in shaping policy, offering judgments, and elevating the Magazine’s standards.
II. Convening the Conclave
A Conclave is called by the Editor-in-Chief, Madam Nora Sinclair, and will be scheduled with as much advance notice as possible. Each Conclave spans 15 consecutive days and consists of two parts: a 5-day Discussion Period followed by a 10-day Voting Period.
III. Eligibility and Participation
All Dommes affiliated with FemdomU Magazine, including Staff and active Guest Dommes at the time the Conclave begins, are granted full participation rights. Each Domme shall have one vote per agenda item.
IV. Conclave Structure and Timeline
A. Agenda Distribution
Agenda items will be distributed to all eligible Dommes at least 3 days before the Conclave begins.
B. Discussion Period (Days 1–5)
Dommes may submit public comments for or against any resolution. These comments will be attached to their respective resolutions and remain visible during voting.
Sensitive or private matters may be flagged as such and will only be made visible to the Conclave members.
C. Voting Period (Days 6–15)
Voting opens on Day 6. Dommes have 10 days to register their choices.
D. Conclave Conclusion
The Conclave concludes at the end of Day 15 or earlier if 100% participation is achieved, referred to as a Conclave Full Command. Results are compiled and released the following day.
Individual voting choices will only be visible to other members of the Conclave. Only aggregate results will be published publicly in the Magazine.
V. Governance: The Directors
The Directors are responsible for setting and approving the Conclave agenda. They determine which resolutions and amendments are included in the vote, ensuring each aligns with the principles and tone of FemdomU Magazine.
A. Composition of Directors:
Conclave Directors consist of 3 seats.
1. The Managing Editor (standing seat)
2. The Command Domme (standing seat)
3. A Guest Domme Director (rotating seat)
B. The Guest Domme Director
The third seat is held by a Guest Domme Director, who brings the voice and perspective of our broader Guest Domme community into the leadership process.
1. Eligibility & Selection:
Any Guest Domme may volunteer for the seat when it becomes vacant. If only one Domme volunteers, she is put forward for confirmation by a majority vote of the Conclave.
In the event that more than one Guest Domme volunteers, selection proceeds as follows:
1. If one or more of the volunteers have not yet served as a Director, priority is given to them first.
2. Among those who have never served, the Domme who joined FemdomU earliest will be put forward first for majority confirmation.
3. If no such Domme is confirmed, or all volunteers have previously served, the Guest Domme who has served least recently will be put forward next, and so on.
This process continues until one of the volunteers is confirmed by a majority vote.
2. Term Length:
The Guest Domme Director serves a term of four Conclaves. During her fourth Conclave, a new selection process is initiated. Any Guest Domme, including the outgoing Director, may volunteer to serve again.
This rotating seat ensures that the leadership of the Conclave remains open, representative, and inclusive—giving our Guest Dommes a formal role in shaping both the process and priorities of our shared governance.
VI. Sponsoring Resolutions and Amendments
A. Submitting Resolutions
Any Domme may sponsor a resolution by submitting it in writing to Mistress Heather at least 5 days before the Conclave begins.
B. Amendments
Some resolutions may allow Dommes to vote to amend rather than choose “yes” or “no.” Dommes selecting “amend” must provide suggested changes. These resolutions will automatically carry over to the next Conclave for reconsideration.
VII. Vote Types
- Plurality Choice: The option receiving the most votes wins. Used for advisory or preference-based votes.
- Majority Decision: Over 50% approval required. Standard for most resolutions.
- Super Majority: At least 75% approval required. Used for significant changes, including amendments to this Charter.
- Unanimous Decision: 100% approval required. Reserved for matters such as sub promotions and demotions.
- Ratings: Averages are calculated based on submitted numeric scores.
VIII. Matters of Judgment
Issues subject to Conclave vote include, but are not limited to:
- Promotions and Demotions of Volunteer subs (post-Pledge period)
- Rules and Protocols that govern our community
- Special Disciplines or Rewards for subs
- Requests to Rate or Punish individual subs
- Other issues that arise in the evolving life of the Magazine
IX. The Conclave Boy
By unanimous vote, the Conclave may appoint a Magazine sub as Conclave boy, granting him unique privileges and duties:
a) The Conclave boy assists the Directors with administrative and logistical support.
b) He may be entrusted with confidential information not available to others, and is expected to uphold the highest standards of discretion and secrecy.
X. Commitment to Equality of Voice
While the Directors manage and filter the agenda, the spirit of the Domme Conclave is egalitarian. Every Domme shall be given equal opportunity to raise issues, propose changes, and participate in shaping the Magazine’s policies and rituals. The Conclave is an instrument of both authority and unity.
XI. Amending the Charter
Once this Charter is finalized and adopted by unanimous vote of the Conclave, future amendments to this Charter require a Super Majority (75%) of votes cast by participating Dommes during a Conclave.
Note:
The Conclave number and ratification dates will automatically reflect the session in which the final Charter is approved. For example, if amendments are proposed during this Conclave, the resolution will carry over to Conclave II, which would then become the next opportunity for the body to ratify the Charter in its final form.
XII. CHARTER ESTABLISHED
This Charter, establishing the governance of the FemdomU Domme Conclaves, was ratified by unanimous consent of the participating Dommes during Conclave I, convened on April 1, 2025, and concluded on April 15, 2025. It takes effect immediately as of April 16, 2025.
The Dommes who participated in Conclave I shall henceforth be recognized as Charter Dommes, in honor of their foundational role in the inaugural Conclave and their lasting influence in shaping the structure and spirit of this governing body.
