Resolution 7.05 Amend the Conclave Charter to Establish Active Participation Requirements

Official Text of the Resolution

Whereas the FemdomU Conclave depends upon the active participation of its voting members to conduct business, conclude voting, and achieve Full Command;

Whereas members may occasionally be unable to participate because of personal obligations, health concerns, family responsibilities, or other circumstances;

Whereas the Conclave requires a fair procedure that respects such circumstances without allowing inactive members to prevent the completion of official business;

Therefore, the FemdomU Conclave hereby amends its Charter to establish the following participation requirements:

1. Any voting member who fails to cast a ballot during a Conclave session shall be placed on probationary status.
2. A member on probationary status shall remain a voting member and may participate fully in the next Conclave session.
3. A probationary member who casts her ballot during the next Conclave session shall be returned automatically to active status.
4. If a member fails to cast a ballot during a second consecutive Conclave session while on probationary status, she shall be removed from the voting membership for that session. Her ballot shall no longer be required for the Conclave to conclude voting or achieve Full Command.
5. Following such removal, the member must report to the Director of Conclave and formally request restoration to active voting membership. Restoration must be approved by a vote of the Directors of Conclave.
6. A voting member may report to the Director of Conclave that she wishes to take a temporary leave of absence for a period not exceeding 90 days.
7. While on temporary leave, the member shall not be included among the voting members of any Conclave session. Her absence shall not place her on probationary status or prevent the Conclave from achieving Full Command.
8. A member wishing to return from temporary leave, whether before or at the conclusion of the approved leave period, must report to the Director of Conclave and request restoration to active voting membership. Her return must be approved by a vote of the Directors of Conclave.
9. The Director of Conclave shall maintain the official record of active, probationary, removed, and temporarily absent members.

Options for Vote

• YES: Amend the Conclave Charter to establish the proposed participation, probation, removal, and temporary-leave requirements.
• NO: Do not amend the Conclave Charter and retain the current participation requirements.
• ABSTAIN: Take no position on this resolution.

Passage Threshold

This resolution requires a Super Majority (75%) to pass. Abstentions shall not be included when calculating the required threshold.

The Conclave can only function when its voting members participate. We all have personal responsibilities, health concerns, family needs, and unexpected circumstances that may occasionally prevent us from voting. Missing one session should not cost a member her place, which is why this amendment provides a probationary period and gives her another opportunity to participate.

At the same time, an absent member should not be able to leave the entire Conclave waiting indefinitely or prevent us from achieving Full Command. This amendment creates a fair and predictable process for keeping our voting roster active.

The temporary-leave provision gives members a responsible way to step aside when they know they will be unavailable. Requiring the Directors of Conclave to approve a member’s return ensures that voting membership remains properly managed and that the official roster accurately reflects those who are prepared to participate.
